About the Project

In February of 2026, the City retained Dillon Consulting to undertake a Transit Master Servicing Plan. The purpose of this plan is to establish short-, medium-, and long-term goals to guide transit network planning and operations. The primary objectives of the Transit Master Servicing Plan are to assess, modernize and guide the city of St. Thomas’s transit network and infrastructure to support a sustainable, efficient and future-read transit system.

Key Tasks include:

  • Conventional/Fixed Route Network Review
    A comprehensive review of the existing conventional/fixed route network will evaluate existing frequencies, schedules, hours of operation and route coverage. The review will assess ridership patterns, population growth trends, and existing and emerging trip-generation opportunities to identify underserved or overserved areas within the transit network, as well as areas currently without service that may be suitable for future transit expansion.
  • On-Demand (DRT) Service Review
    A comprehensive review of the existing On-Demand and Parallel service will evaluate ridership and population growth trends and recommend underserved areas of the city that could be candidates for new On-Demand stops or zones. It will also determine changes that could be made to existing On-Demand stops and zones and whether or not they are candidates for conventional/fixed route transit.
  • Parallel Service Review
    A comprehensive review of the existing Parallel service will evaluate whether the current fleet size and vehicle types are appropriate to meet demand efficiently, and provide recommendations to optimize capacity, utilization, and operational performance. It will also look at vehicle accessibility features such as ramps, lifts and securement systems to determine best practices on the system.

In addition to a review of the existing transit network, the Transit Master Servicing Plan will also evaluate and make recommendations on the following operations:

  • Fleet Size and type of buses used in the current network
  • Existing and potential for new regional transit connections such as City of London, Town of Aylmer and Municipality of Central Elgin
  • Transit Technologies, Fare Policy and Payment Strategy
  • Transit Fleet Electrification
